China’s State Council urges full implementation of Party Plenum spirit

Chinese Premier Li Qiang, who also serves as secretary of the leading Party members group of the State Council, presided over a meeting on Thursday urging officials to study and implement the spirit of the fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC).


The meeting highlighted that the Recommendations of the CPC Central Committee for Formulating the 15th Five-Year Plan (2026–2030) integrate China’s long-term strategy for national rejuvenation with the dynamics of global transformation. The document defines the Party and the country’s historical role in this period and outlines the strategic blueprint for the next stage of China’s economic and social development.


Participants emphasized that Party members and departments under the State Council should focus on advancing steady and high-quality development during the 15th Five-Year Plan period.

According to the meeting, the State Council will draw up the outline for the 15th Five-Year Plan, coordinate

related regional and sectoral plans, and push forward major strategic tasks laid out in the recommendations.


It also called for greater efforts to conclude the 14th Five-Year Plan successfully and lay a solid foundation for the upcoming development phase.


The meeting was attended by senior officials Ding Xuexiang, He Lifeng, Zhang Guoqing, Liu Guozhong, Wang Xiaohong, Wu Zhenglong, and Shen Yiqin.
