China calls for stronger global climate action at COP30 Climate Summit

China has reaffirmed its commitment to global climate cooperation and urged the international community to uphold multilateralism in tackling climate change, said Ding Xuexiang, Special Representative of Chinese President Xi Jinping, at the Belen Climate Summit on Thursday.


Addressing world leaders and delegates, Ding began by conveying President Xi’s congratulations to Brazil for hosting the summit and for its role as Chair of COP30. He commended Brazil’s leadership in advancing the global climate agenda and expressed China’s support for the summit’s success.


“This year marks the 10th anniversary of the Paris Agreement, and global climate governance has entered a critical phase,” Ding noted. “China has made remarkable progress in fulfilling its 2030 nationally determined contributions, having already achieved its targets for total installed wind and solar power generation capacity and forest stock.”

Ding highlighted President Xi’s announcement at the UN Climate Change Summit in September, where China unveiled its 2035 climate targets, including an absolute emissions reduction target covering all sectors and greenhouse gases — a first for the country.


He further shared that the recent Fourth Plenary Session of the 20th Communist Party of China Central Committee endorsed proposals to integrate carbon neutrality into China’s economic strategy, with a focus on green growth and ecological protection. “Chinese people believe in their words and do what they do,” Ding said. “We will accelerate the transformation of our economy and society towards a green model and make greater contributions to combating climate change.”


Ding’s address outlined three key proposals for global climate governance:


  1. Stay on Course – He urged countries to maintain confidence in green and low-carbon development while ensuring environmental protection, economic growth, job creation, and poverty reduction go hand in hand.


  2. Strengthen Climate Action – Stressing that “the key to combating climate change lies in action,” Ding called on developed countries to honor their emission reduction and financial commitments, in line with the principle of common but differentiated responsibilities.


  3. Deepen Openness and Cooperation – To boost green transition globally, Ding advocated for reducing trade barriers, enhancing international cooperation in green technology, and ensuring the smooth flow of eco-friendly goods.


China, he affirmed, is ready to collaborate with all nations to advance sustainable development and “build a beautiful world in which man and nature live in harmony.”
