China proposes key cybersecurity law amendments to boost AI safety & innovation

China is taking a major step forward in regulating artificial intelligence with a draft amendment to its Cybersecurity Law, set to be reviewed at the upcoming session of the National People's Congress (NPC) Standing Committee.


At a press briefing on Thursday, Wang Xiang, spokesperson for the NPC Standing Committee’s Legislative Affairs Commission, explained that the proposed changes aim to tackle the rapid advancements and emerging challenges posed by AI technologies.


The amendment sharpens legal responsibilities, broadens guiding principles for cybersecurity, and strengthens consistency with China’s Civil Code and the Personal Information Protection Law—especially regarding personal data protection.

A standout feature is a newly added article that lays out a comprehensive framework for AI safety and development. This includes commitments to bolster foundational research, drive breakthroughs in key algorithms, upgrade AI infrastructure, and establish ethical standards to govern AI use.


The 18th session of the 14th NPC Standing Committee, running from October 24 to 28, will deliberate on this significant legislative update—reflecting China’s determination to lead in AI innovation while ensuring technology serves society responsibly.
